WebHWinfo Frequency Limit Global is almost below 4.2Ghz. For example I also have a Ryzen 7 laptop that consistently boosts to it's rated frequency of 4.3Ghz. I also have stuttering and micro-stuttering issues in most games. The only problem is that my main SSD and HDD I have both are slow and failing. So I suspect the stuttering is related to that. I'm guessing someone on the AMD software side is doing an averaging over X period of time even on the peak value and HWinfo is showing the actual peak value which was reached for like a split second most likely.
